Tennis ace Novak Djokovic, currently ranked number one in the world, will serve as a National Ambassador for the United Nations Children's Fund (UNICEF) in his native Serbia, where he will promote children's rights and access to early childhood education.

The announcement by UNICEF comes as Mr. Djokovic, 24, competes at the US Open in New York, where he is trying to capture his third Grand Slam title of the year.

"Novak Djokovic is a natural fit for UNICEF," <"http://www.unicef.org/media/media_59671.html">said Rima Salah, acting Deputy Executive Director. "He cares deeply about the welfare of Serbian children, bringing the same passion and enthusiasm for his career on the court to addressing issues affecting children."

Accepting his appointment, Mr. Djokovic said he was honoured to partner with UNICEF to help increase awareness for the importance of early childhood education.

"I look forward to working with UNICEF to help make a difference in the lives of young children throughout Serbia, particularly those who have fewer opportunities to learn and develop to their full potential," he stated.

According to UNICEF, less than half of all children under-five in Serbia attend early education programmes. This number drops to less than one-in-ten for those from vulnerable groups.

"Through my work with UNICEF, I want to help Serbian children realize their dreams," said Mr. Djokovic, who began playing tennis at the age of four and made his professional debut at 16.

"I want to help them understand that they have rights and that those rights should be protected. I want them to believe that anything is possible."

Earlier this year, Mr. Djokovic won the 2011 Wimbledon Championship, becoming the first player representing Serbia to win a Grand Slam singles title and the youngest player in the open era to have reached the semi-finals of all four Grand Slam events, separately and consecutively.

CÔTE D'IVOIRE: UN RESPONDING TO ALLEGATIONS OF SEX ABUSE BY PEACEKEEPERS

The United Nations Operation in Côte d'Ivoire (UNOCI) is looking into recent allegations of sexual exploitation and abuse involving its peacekeepers based in the west of the country.

"If these allegations are founded, it would be the responsibility of the countries from which these peacekeepers come to take appropriate action against those involved," the mission said in a news release issued in the commercial capital of Abidjan, where it is headquartered.

After receiving the allegations two weeks ago, the mission immediately informed the relevant offices at UN Headquarters in New York so that the troop-contributing countries concerned – which were not named publicly given the ongoing nature of the investigation – could be informed.

It also informed the Ivorian authorities, as well as deployed officials to the region concerned to assess the situation, with the support of the UN Children's Fund (UNICEF) and Save the Children.

"Preventive actions recommended by the mission are being implemented, with a stepped-up sensitization campaign," said UNOCI, which expressed its deepest regrets to the potential victims and reaffirmed its commitment to implementing UN's zero-tolerance policy on sexual exploitation and abuse.

UNOCI was established in 2004 by the Security Council to facilitate the peace process in the country, which became split by civil war in 2002 into a rebel-held north and Government-controlled south.

In July the Council extended the mission's mandate for another year so that it can continue to assist with critical tasks in the wake of the recent post-electoral crisis, including the restoration of law and order, national reconciliation, the holding of legislative elections, and economic recovery.

GLOBAL MANUFACTURING LIKELY TO DECLINE THIS YEAR, SAYS UN REPORT

World manufacturing output is expected to be lower this year than last year, despite high growth rates in developing countries, <"http://www.unis.unvienna.org/unis/pressrels/2011/unisous097.html">says a new United Nations report released today.

A quarterly report issued by the UN Industrial Development Organization (UNIDO) states that world manufacturing output rose by 5.2 per cent in the second quarter of 2011, compared to 7.4 per cent in the first quarter.

If this trend continues, the overall growth of manufacturing value added (MVA) this year is expected to be 5.2 per cent, which is slightly lower than in 2010, according to the Vienna-based agency.

The report also notes that developing countries have maintained higher growth rates of manufacturing production, increasing by 11.1 per cent, and their MVA is expected to grow by 8.4 per cent this year.

China is the major contribution to this growth, with an output that increased by 14.3 per cent in the second quarter compared to the same period of 2010.

Higher growth rates were also observed in Turkey and in Latin American countries such as Argentina, Chile and Peru. Meanwhile, the growth rates of other major developing economies such as Brazil, India and Mexico slowed in the second quarter and remained below 5 per cent.

The growth rate of the United States, the world's largest manufacturer, dropped to 4.4 per cent in the second quarter from almost 7 per cent in the first quarter. Manufacturing output growth rates also fell in France, Italy and the United Kingdom, while Germany maintained high growth of 9.4 per cent in the second quarter.

The report also contains the growth estimates for the second quarter by major manufacturing sectors. Production of basic consumer items such as food products, apparel and footwear remained high in developing countries, while there was a significant rise in the production of general machinery and office equipment in industrialized countries.

The production of motor vehicles, meanwhile, fell significantly due to the severe decline of this industry in Japan.

Secretary-General Ban Ki-moon today pledged the continued assistance of the United Nations in helping Libya tackle its humanitarian challenges, as well as in building a democratic and stable nation once the current conflict is over.

Six months after the world leaders met to agree on joint action to prevent a massacre of Libyan civilians, they reconvened in Paris today for the International Conference in Support of the New Libya, hosted by President Nicolas Sarkozy of France and Prime Minister David Cameron of the United Kingdom.

Mr. Ban <"http://www.un.org/apps/sg/sgstats.asp?nid=5478">told the gathering that the most immediate challenge is on the humanitarian front, with some 860,000 people having left the country since February, when opposition forces rose up against the regime of Colonel Muammar al-Qadhafi as part of a wider pro-democracy movement across North Africa and the Middle East.

In addition, public services are under severe strain, including hospitals and clinics, there is a major water shortage, and sporadic fighting continues, particularly in the country's south.

"Looking beyond the immediate humanitarian crisis, it will be essential to work closely with the Libyan leadership to identify their needs and priorities," stated the Secretary-General, who was accompanied by his Special Envoy for Libya, Abdel Elah Al-Khatib, and his Special Advisor for post-conflict planning, Ian Martin.

"Once those needs are identified, we will have to act in harmony and in a coordinated manner to ensure effective, collective action," he added.

He said his discussions with leaders of the National Transitional Council (NTC) as well as with representatives of regional organizations had resulted in a clear message.

"All agreed that, at this critical moment, the international community must come together with an effective, well-coordinated program of action," he stated. "All agreed, as well, that the United Nations should lead that effort."

He outlined three principles that will govern the planning for the post-conflict stage – national ownership, speed of response, and effective coordination.

"It is essential that the international community respond in the moment of need – not weeks or months down the road," he noted.

Mr. Ban said he intended to work closely with the Security Council in crafting a mandate for a UN mission, with the express aim of beginning operations with minimum delay. In the meantime, Mr. Martin will travel to Tripoli immediately to begin on-the-ground planning for the UN's operations.

The Secretary-General added that he will convene a high-level meeting on Libya on 20 September in New York on the margins of the 66th session of the General Assembly "to take stock and calibrate our efforts on behalf of the new Libya and its people."

Prior to the conference, Mr. Ban met separately with Nabil El-Arabi, the Secretary-General of the League of Arab States; Mustafa Abdel Jalil, the Chairman of the NTC; and Jean Ping, Chairman of the African Union Commission.

The head of the United Nations agency mandated to spearhead the global response to HIV/AIDS today commended Mozambique for its commitment to fighting the disease while stressing the need to strengthen prevention programmes.

"The urgency demonstrated by the Government of Mozambique to align their national strategies with the outcomes of the [General Assembly's] Political Declaration [on AIDS] should be a model to other countries," <"http://www.unaids.org/en/resources/presscentre/featurestories/2011/september/201100901mozambiquepm/">said Michel Sidibé, the Executive Director of the Joint UN Programme on HIV/AIDS (UNAIDS) during a four-day visit to Mozambique.

During a meeting with Mozambique's Prime Minister, Aires Aly Bonifácio, Mr. Sidibé called for high-level political leadership and commitment to long-term predictable financing for the national AIDS response.

Mr. Sidibé underscored the importance of prioritizing prevention and integrating AIDS response with health and social development efforts.

"Mozambique has the second highest rate of new adult HIV infections in the world. There is a need to accelerate prevention programmes," he said.

There were more than 200,000 people living with HIV and receiving treatment in Mozambique by the end of last year. The country's programme to prevent new HIV infections in children has rapidly expanded with the opening of 909 sites in 2010 providing 67 per cent coverage to pregnant women.

However, Mozambique remains one five countries in the world with high levels of new HIV infection among children.

Mr. Sidibé voiced concern over the fact that 97 per cent of Mozambique's AIDS budget is generated from external sources and stressed the need for the country to increase domestic resources to ensure sustainable AIDS responses in the coming years.

"Mozambique needs to develop an innovative transitional plan for sustainable financing, which includes increased national budgets, private sector contribution and social health insurance," he said.

The United Nations refugee chief has called for a rapid increase in aid for Somalis uprooted by drought, famine and conflict, as he visited the capital, Mogadishu, which is hosting some 400,000 internally displaced persons (IDPs).

"We are seeing here a deadly combination of conflict and drought and the misery is out of proportion to what is being done," High Commissioner for Refugees António Guterres <"http://www.unhcr.org/4e5f58509.html">said yesterday as he met with IDPs sheltering on the grounds of Mogadishu's crumbling cathedral.

"The whole humanitarian community needs to scale up assistance to reach people wherever they are in Somalia," said Mr. Guterres, the first head of the UN refugee agency, known as UNHCR, to visit the Somali capital since the 1990s.

Tens of thousands of people have already died and some 3.2 million others are thought to be on the brink of starvation in Somalia, one of several countries in the Horn of Africa that is facing a food security crisis.

More than 12 million people across the region are estimated to need outside humanitarian assistance, and a state of famine has been formally declared in five regions of southern and central Somalia, including the area in and around the capital, Mogadishu.
While in Mogadishu, Mr. Guterres pointed to the "enormous difficulties of access and capacity" for aid workers trying to help the needy amid insecurity. "My main worry is if there is not enough assistance the humanitarian tragedy we are witnessing will get worse," he said.

Aid agencies are continuing with their efforts to assist the millions in need in Somalia and the wider Horn of Africa. A ship transporting 381 tons of food for the UN World Food Programme (WFP) operations in the region was set to depart today from France for Djibouti, which it should reach in around 12 days.

Most of this food – which includes wheat flour, sugar, rice and vegetable oil – is a <"http://www.wfp.org/news/news-release/wfp-welcomes-generous-donation-france-its-operations-horn-africa">French in-kind contribution that will help WFP to feed 22,600 people in Somalia for one month, said the Rome-based agency.

The ship will also carry 66 tons of rice – a contribution from the French Red Cross to WFP operations in Djibouti, where the agency assists 109,000 people, including 16,000 refugees.

UN agencies and their partners need an additional $1 billion to tackle the food security crisis gripping Somalia, Ethiopia, Kenya and Djibouti.

CAMBODIA: UN-BACKED COURT WRAPS UP FITNESS HEARING FOR ACCUSED IN GENOCIDE TRIAL

A United Nations-backed tribunal has wrapped up three days of hearings in the Cambodian capital to help determine whether two of the most senior surviving leaders of the Khmer Rouge regime are fit enough to stand trial for alleged genocide and other war crimes.

The session held by the Extraordinary Chambers in the Courts of Cambodia (ECCC), sitting in Phnom Penh, ended yesterday after hearing an expert's findings regarding the health of former social affairs minister, Ieng Thirith, 79, and Nuon Chea, former deputy secretary of the Communist Party of Kampuchea, 84.

The expert, Professor John Campbell, a geriatrician from New Zealand, said that Ieng Thirith is suffering from a serious form of progressive dementia, likely due to Alzheimer's. He said she has "severe cognitive impairment" and recommended her for further assessment by psychiatrists.

"There are a number of factors that may be contributing and I think that Alzheimer's is certainly one of those," he said, concluding that she would have difficulty instructing her counsel and participating fully in the trial proceedings.

The court decided that psychiatrists would shortly conduct a supplemental assessment on Ieng Thirith's mental health and that the assessment will be examined in due course.

Nuon Chea, meanwhile, was not found unfit to stand trial by Mr. Campbell in his assessment but contested his assessment and demanded that he be re-assessed by another expert.

"It's not that I don't believe Dr. Campbell, but my health conditions are getting worse and worse, both physically and emotionally as well as my intellectual ability," said the accused.

Mr. Campbell repeatedly told the court that Nuon Chea displayed no evidence of health conditions that might prevent him from participating meaningfully in the proceedings, adding that his stroke in 1995 was minor and his cardiac conditions appear stable.

The two accused are standing trial along with Ieng Sary, 85, who is Ieng Thirith's husband and former foreign minister, and Khieu Samphan, 80, former head of State of Democratic Kampuchea, for crimes allegedly committed under the Pol Pot regime in the late 1970s.

The ECCC – an independent court using a mixture of Cambodian staff and judges and foreign personnel – was set up in 2006 under an agreement signed by the UN and Cambodia.

The world's top female football player and United Nations advocate Marta Vieira da Silva is on a mission to Sierra Leone to highlight efforts to empower women in the West African nation that is recovering from years of conflict.

The three-day visit that began yesterday is the first trip to Africa for Ms. Vieira da Silva, a Brazilian national known to her fans as Marta, since her appointment last year as a Goodwill Ambassador for the UN Development Programme (UNDP).

As part of the visit, the five-time winner of the FIFA Women's Player of the Year title is promoting local efforts that empower women, one of the eight internationally-agreed Millennium Development Goals (MDGs) which seek to end extreme poverty by 2015.

"We all need to contribute to help defeat poverty," said Marta, who is currently a forward player with the Western New York Flash.

"UNDP works around the world making a positive difference in people's lives, and I am proud to add my personal commitment to its work," she added.

She is visiting UNDP programmes, and meeting with young women and advocacy groups that are lobbying the national parliament to enact laws that ensure women's quotas at all levels of political decision making, according to a <"http://www.beta.undp.org/undp/en/home/presscenter/pressreleases/2011/08/31/football-superstar-marta-visits-sierra-leone-to-promote-women-s-empowerment.html">news release issued at the start of the visit.

"Women's full participation in leadership and decision making is critical for the consolidation of peace and security, as well as meaningful for overall development in Sierra Leone," said Mia Seppo, UNDP Country Director. "Marta's visit will showcase some of the good work that has been done towards achieving these goals."

UNDP has been helping Sierra Leone to establish legal services aimed at women who experienced sexual violence or abuse, providing them with aid and advice on their rights and options for pursuing justice.
Gender equality and women's rights are vital issues for the post-conflict nation, where 73 per cent of women are illiterate, and females currently occupy only 37 per cent of secondary school places, and only 19 per cent of university slots.

Marta is part of an elite roster of UNDP Goodwill Ambassadors that also includes soccer stars Ronaldo, Zinedine Zidane, Iker Casillas and Didier Drogba, Russian tennis star Maria Sharapova and Spanish actor Antonio Banderas, among other world-renowned personalities.

The head of the United Nations agency defending press freedom has voiced her alarm at continuing abuses committed against journalists in Syria and called on authorities to respect basic human rights, including the right to freedom of expression.

The concern expressed by Irina Bokova, the Director-General of the UN Educational, Scientific and Cultural Organization (UNESCO), comes amid a number of "disturbing" reports, the Paris-based agency said in a <"http://www.unesco.org/new/en/media-services/single-view/news/director_general_voices_alarm_at_continuing_abuse_against_journalists_in_syria/">news release.

These include news that Syrian caricaturist Ali Ferzat had been beaten by armed men on 25 August, and concern for freelance journalist Hanadi Zahlout, who has been in jail since her arrest on 25 July.

"I am alarmed at continuing reports of detention and physical abuse against journalists," said Ms. Bokova. "Torture and detention will never convince the people of Syria that might is right.

"It is essential for the future of the country and its people that the authorities respect freedom of expression and listen to what their critics have to say," she stated.

As many as 2,000 Syrians have been killed in the past five months since the start of the pro-democracy protests, which are part of a broader uprising across North Africa and the Middle East that has led to the toppling of long-standing regimes in Tunisia and Egypt and conflict in Libya.

A recent UN report found that the Syrian Government's "widespread and systematic" attacks against its own people may amount to crimes against humanity and possibly warrant an investigation by the International Criminal Court.
